Page 1 of 2 A Scouting District is a geographical area of the local BSA council, determined by the council executive board. District leaders mobilize resources to ensure the growth and success of Scouting units within the district's territory. The purpose of the district is to work through chartered organizations and community groups to organize and support successful units. The end result of effective district support; more and more youth members receiving a better and better program. This committee coordinates all the functions of the district for the purposes of (a) organizing and supporting strong, quality units, (b) carrying out the policies and objectives of the council, and (c) extending the program to the greatest number of youth. The Calapooia District Nominating Committee is accepting nominations for all committees. If you want to volunteer or you know someone who can help Scouting, please contact us. These positions include: district chairperson; district commissioner; activities and civic service chairperson; advancement and recognitions chairperson; camp promotions and outdoor chairperson; finance chairperson; marketing/website chairperson; membership chairperson; program chairperson; and training chairperson. The commissioner's staff is comprised of volunteer roundtable and unit commissioners. Each chairperson also needs committee volunteers. In order for our movement to be successful, we depend on volunteers to plan and implement the many functions of the council. A few are mentioned here. Functions include membership growth, volunteer training, program development and so forth. Without key volunteers on a district level, it would be difficult for the council to deliver quality support for our many Scouting groups. Activities & Civic Service Guide Advancement Committee Duties*Report to the district chairman for your district. *Stimulate advancement and recognition of Cub Scouts, Boy Scouts, Varsity Scouts, and Venturers. *Ensure units establish and maintain proper advancement procedures in accordance with national policies and the Cascade Pacific Council Advancement Policies & Procedures Manual. *Recruit and orient enough of the right kind of people for all aspects of the committee function. *Establish district advancement goals (in accordance to the District Journey to Excellence requirements), develop a plan to achieve them, and track their attainment. *Assist packs, troops, teams, and crews and evaluate their progress as needed. *Monitor rank advancements throughout the year and provide assistance to units with little or no advancement. *Coach troop and team leaders in methods for conducting boards of review and courts of honor. *Recruit and train an adequate group of merit badge counselors for the district. *Publish and maintain a current list of merit badge counselors (with coordination of the district executive). *Recommend youth members and unit and district Scouters for special awards and recognition (lifesaving awards, Silver Beaver, etc…) *Implement council advancement and recognition programs. *Review and approve Eagle Scout service project plans submitted by Eagle Scout candidates. *Participate in troop/crew boards of review, or conduct district-level Eagle Scout candidate boards of review. (If an Eagle Scout board of review is held at a unit level, at least one district/council advancement committee member must serve on the board.) Promote crew review boards led by the crew president for Gold/Silver awards. *Review Eagle Scout candidate appeals if a unit denies their application or turns down at the board of review. *Promote the awards and recognition program for Venturing with all crews. *Provide physical facilities and experts in advancement fields that are difficult for units to secure. *Attempt to make all district committee meetings, and hold an Advancement committee meeting prior to the start of each district committee meeting. *Attempt to make Top Team.

Advancement Committee Policies and Procedures Camp Promotion & Outdoor Committee Duties*Report to the district chairman for your district. *Recruit and orient enough of the right kind of people for the district camping committee. *Understand each unit’s camping and outdoor record. *Implement the council’s outdoor promotion plan in the district. *Work with commissioners to help packs, troops, teams, and crews plan a year-round schedule of camping and outdoor program events. *Promote use of camperships. *Give guidance on health and safety concerns. *Promote youth participation in camping and outdoor programs: (1) Boy Scout resident camp, (2) National high-adventure programs, (3) Cub Scout outdoor-program, and (4) Venturing outdoor program. *Assist the council committee with maintaining and developing quality outdoor program facilities. *Promote units earning the National Summertime Pack Award and the National Camping Award. *Track and attain camping and outdoor objectives. *Implement the planned council camping and outdoor programs. *Guide the Order of the Arrow, through the chapter officers and adviser, to help promote camping in the district. *Monitor the work of event chairman for the following district events: Camporee, Webelos Woods, and Klondike Derby. *Attend all district committee meetings. *Attend as many Top Team meetings as possible.

Camp Promotion & Outdoor Program Guide Finance Committee Duties*Report to the district chairman for your district. *Ensure implementation of council finance policies. *Serve as a member of the council finance committee, if so stated in the council bylaws. *Recruit and train (with collaboration of the district executive and district chairman), a committee to support tasks provided by the council finance committee. *Achieve the district’s share of council finance campaigns (FOS). *Organize and carry out a successful Friends of Scouting annual campaign, and meet the goal by the targeted date. (Note- the community portion of the campaign is generally handled by another committee). *Support the council’s popcorn and candy sales, and advocate unit participation in the district. *Support the council endowment development plan. *Support and cultivate a cooperative relationship with the local United Way. *Inform units of unit financing policy and assist in the review and approval of unit money-earning applications. *Support district activities that involve income and expenses, ensuring proper policy and controls. *Attempt to make all district committee meetings, and hold finance committee meetings prior to the start of each district committee meeting. *Attempt to make Top Team.

District Fund Development Committee Guidebook
Membership & Relationships Committee Duties*Report to the district chairman for your district. *Recruit enough of the right kind of people to support all functions of the committee. *Serve on the council membership/relationships committee. *Establish a year-round plan for unit and membership growth. *Recruit and train new-unit organizers. *Work with district training teams to provide new units with trained personnel. *Plan and conduct youth and chartered organization surveys. *Cultivate relationships with potential chartered organizations and community groups. *Share with other district leaders how to work effectively with various types of organizations. *Organize new packs, troops, teams, and crews to meet the needs of serving youth in your district. *Analyze district membership figures for all program levels. *Be sure a new unit is under the care of a commissioner before the organizer leaves. *Conduct membership events in the district when necessary: (a) fall recruitment plans, (b) together plan, (c) relationships conferences. *Track and attain membership growth objectives annually as defined through the council’s strategic plan. *Attend all district committee meetings. *Try and attend all Top Team meetings.
