Commissioner Standards of Excellence

2012 STANDARDS OF EXCELLENCE FOR UNIT SERVICE

PARTICIPATION
Monthly Meetings - The district commissioner or a representative of the district will attend all the scheduled monthly cabinet meetings of district commissioners. The district commissioner team that makes the council work so well is a vital part of the communication process. Knowledge of the task and the sharing of information with your district is, one of your most important leadership responsibilities.

Commissioners' College - The district commissioner will have a goal of 100% participation of all the commissioner staff to attend the annual Commissioner College.

 

RECRUITING / TRAINING
Unit Commissioners 1:3 Ratio - The district commissioner will recruit and provide council approved training to unit commissioners, so there is a ratio of at least one commissioner to every three units. National Council minimum standard.

Assistant District Commissioner 1:5 Ratio - The district commissioner will recruit and train assistant district commissioners, so there is a ratio of one assistant district commissioner to every five unit commissioners. National Council minimum standard.

Roundtable - The district commissioner will recruit and provide council approved training for a roundtable staff. A trained roundtable staff consists of 2 position code 83’s (Roundtable commissioner) and 3 position code 84’s (Roundtable staff).

 

UNIT HEALTH / SERVICE 
The ultimate goal of commissioner service is a strong, healthy unit. The level of unit participation in various scouting programs and activities can measure unit health, and therefore the success of the level of service provided units by the commissioner corps. Commissioners will ensure that units within the district actively participate in various programs and community service activities including: Adult Leader Training, Summer Camp Attendance, Advancement, Goodwill Goodturn, and Scouting for Food.

Adult Leader Training - Having trained adult leaders is a strong indicator of the health of the units within a district. The commissioner staff will promote training; at every opportunity to the units they serve. The goal is 100% Top Leader Trained.

Summer Camp Attendance - Attendance at summer camp and Cub Scout resident/day camp are strong indicators of the health of the units within a district. The commissioner staff will promote camp attendance; at every opportunity to the units they serve. The goal is 100% participation by each unit in the district.

Unit Visit Tracking – The district commissioner will ensure that the commissioner staff uses the Unit Visit Tracking online system. The goal is 100% participation by each Unit Commissioner.

Advancement - Advancement is another strong indicator of the health of the units within a district. The district commissioner will encourage the use of the online advancement process.

Community Service - Participating in community service activities is another strong indicator of the health of the units within a district. Community service activities will include Goodwill-Goodturn and Scouting for Food. The district commissioner will encourage the use of online tracking of service hours; thru the Good Turn for America website by each unit. The goal is 100% participation by each unit in the district.

 

CHARTER RENEWAL
Timely renewing the charters of units is one of the primary responsibilities of the commissioner staff. The district commissioner will renew 100% of the district charters to the Council by December 1st


GROWTH AND RETENTION 
As growth and retention are the eventual purpose and outcome for quality unit service, districts will have a goal for 100% of the units; to have an increase in membership over the previous year (balanced growth).


JOURNEY TO EXCELLENCE AWARD

The Journey to Excellence Award is the standard for unit performance. The commissioner staff will work with their units, to ensure that the Journey to Excellence Unit Award criteria is achieved in all areas. District Commissioner’s will have a minimum goal of 60%, for each of the district’s unit’s to achieve Journey to Excellence status. As a member of the District Key 3, the District Commissioner will help to achieve the District Journey to Excellence status.
