Services: The Vice-Chair of Relationships promotes the growth of Scouting by providing strong leadership to the BSA chartered organizations. This position works to maintain relationships with current chartered organizations, and helps to build new relations with prospective chartered organizations, potential district committee members, and fellow friends of Scouting.Background: Phil Barr is a Real Estate Broker with Prudential Northwest Properties. Phil and his wife Cynthia have two children Austin and Amanda. Austin became an Eagle Scout in 2004. Phil is active in Lake Oswego Troop 230 as well as in Our Lady of the Lake Catholic Church and the Knights of Columbus. He serves as Treasurer of the Down Syndrome Network of Oregon.
