The District Commissioner is responsible for providing unit service to all units of the District.  Unit Service provides direct coaching and consultation by district volunteers for all unit adults to help ensure the success of every Scouting unit.  This position gives leadership to the District Commissioner Staff and meets regularly with the Council Commissioner and other District Commissioners.  The District Commissioner also coordinates the re-charting process for the District and oversees Roundtable.

Russ has been an active community leader for years in many different roles. He has extensive Scouting  and youth leadership  background  which include positions  of:    Scoutmaster, Assistant Scoutmaster,  Venturing Crew Advisor, Philmont Advisor,  Pioneer District Training Chair, and Pioneer District Vice-Chair of Program, where he either organized or assisted in organizing the Camporee for three years .  Today, Russ serves Pioneer District as its District Commissioner, while at the same time serving Troop 127 as an Assistant Scoutmaster, and Crew 127 as its Crew Advisor.

Russ has also served the community through his involvement with youth ministries at Lake Grove Presbyterian Church, as a former youth soccer and football coach, member of the Board of LO Youth Football, Board Member on the Friends of Timberline, legal counsel for the Lake Oswego Junior Chamber of Commerce, and has held numerous positions within the American Bar Association and the Washington and Oregon State Bar Associations.  Professionally, Russ has been a lawyer since 1988.

The time that Russ has committed to the youth of this community demonstrates his commitment to developing today's youth to be tomorrow's leaders.  Maybe the secret to Russ's success with youth is revealed in how THEY describe him;  a "17 year old in an old guy's  body."
