Taskforce Recommendations
Jan 2006
After two and a half years of diligent work studying the situation from every possible direction, the Scouters' Mountain Task Force has finished their work. Their recommendations to the Board include:
1. The Council should seriously consider the opportunity to sell Scouters' Mountain (all or part) if the price point is $30 million or more, and the sale can result in:
• Continuation of the current programs being offered by relocating them to new properties or building new facilities on existing properties or in partnering with the local municipalities such as the City of Happy Valley or Metro.
• A minimum of $10 million can be placed in the endowment fund with the primary purpose of funding property maintenance.
2. The Council should consider engaging a land use attorney to work through any transaction process.
3. The Council may wish to consider some land banking, as an approach to meeting future needs.
4. The task force recommends that the Council defines the role of the Executive Committee and Executive Board going forward as it relates to the transition from Scouters' Mountain to other program facilities.
The Board accepted the report of the Task Force and thanked its members for their dedication and hard work. (The Taskforce was made up of 25 members and was supported by over 100 other individuals. The group had over 75 committee, subcommittee and other meetings. They conducted over 20 fieldtrips to the mountain and other locations. There has been nearly 3000 volunteer person-hours spent by the taskforce in its efforts.)
A standing committee was then appointed to review the recommendations and provide oversight of the property and related issues
