C.O.P.E. stands for Challenging Outdoor Personal Experience. COPE Consists of a series of obstacles and challenges designed to foster problem solving skills and group interaction. Seven key goals are developed:

These goals are accomplished by forcing the group to work together, communicate with each other, and trust the group decision as they attempt a solution to the obstacle.
Participating in COPE
Project COPE provides every participant the opportunity for success as an individual and member of their group, and is tailored for the needs of the group after consultation between COPE staff and the group leader. Project COPE experiences include one or more of three focus areas:
Initiative Games
The first part of the program is Initiative Games in which participants work together as a group in problem solving activities. These activities are used to get everyone familiar with each other, establish communication, encourage teamwork, and promote creative thinking.
Low Course
Low Course obstacles promote teamwork and problem solving. For each obstacle, the Instructor will provide a scenario and some general instructions. Participants work together to complete the obstacle.
High Course
High Course challenges are 25-40 feet above the ground. These elements are designed to challenge the individual to overcome their own hesitation and achieve a sense of personal accomplishment.
Safety
The most important factor in all COPE events is safety. COPE directors and staff will insist that all participants behave in a safe manner and follow all safety procedures including the wearing of safety equipment such as helmets, harnesses, gloves, etc.
Who may participate
The COPE program is available to older Boy Scouts, Varsity Scouts, Explorers, Sea Scouts, and non-Scout groups.
Requirements
All participants must bring a medical form and a COPE release form, which will be provided upon registration. Participants wear long pants, soft-soled shoes, and loose-fitting but non-revealing attire.
Cost
The fee for COPE is $200 for up to ten persons, $20 per person additional, with a 30 person maximum per session.
Location
The council operates two COPE courses; the main course at Scouters' Mountain, and a course at Camp Cooper. Currently, unit dates are scheduled for the Scouters' Mountain course (below). Click here for a map to Scouters' Mountain.
